Abstract EN

In the light of states efforts to value the wealth of nations, it recognize in the third millennium the importance of human capital, and it became the source of wealth.

The human capital is composed from social, cultural and economic capital, which regulates human beings in institutional structures that determine the nature and revenue of social activity.

Algeria has adopted ambitious programmes of public investment that targeted the development of human capital.

Since 2001 to 2019 it has adopted four programmes, the first one was the Support Plan for Economic Recovery (PSRE) (2001-2004), followed by the Complementary Program to Support Growth (2004-2009) (PCSC), and the third one was the Five-Year Programme (2010-2014), in addition to the new Five-Year Programme (2015-2019).

All those programmes aimed to broaden the choses of people through the building of Algerian human capital capacity in health, education and income.
