There are some typos in the current version.

(1) In page 2, the definition of ? in (8): the correct definition of ? is ( 8 ) ? = ∑ 1 ≤ i , j ≤ n e j e i ⊤ ⊗ e i e j ⊤ .

(2) In page 2, line 1 after (8): the sentence “ n 2 × n 2 ” should be “ n × n .” (3) In page 2, line 2 after (8): please replace “ I n 2 ” with “ I n .” (4) In page 3, line 3 before Theorem 4: the sentence “whenever i ≠ j ” should be “for any i , j .”
