Local communities are subject to individual administrative actions, such as administrative decisions or contractual administrative actions such as public transactions, to administrative control organized under legal provisions, both in the municipal law for the supervisory control of the municipal councils or in the decree on public transactions and the authority's mandate for the control of public transactions.

Due to the importance of this control in maintaining public funds and ensuring competition in access to public applications on the one hand, and the extension of this control to all types of public transactions.

The administrative control also contributes to the municipal councils to devote administrative and financial autonomy to the elected municipal councils through submission to a special and independent law.

In this article, we attempt to clarify the effectiveness of administrative control over the legal actions and restrictions of elected municipal councils through the legal regulation of local communities, as well as the new legal regulation of public transactions and the mandates of the General Assembly.
