The latest development of human lifestyle led to the necessity of identifying moderns in addition to the ones that he used to use to ensure his communication with the others, therefore the communication networks were discovered, the usage of such network has been increased to be turning from a communication way to a mean for distant contracting and commercial exchange, thus led to emerging electronic trade through the newest communication means including internet.

The above mentioned communication means swept the different aspects of the community's daily life, as it enabled the commercial and financial transactions easily without barriers and contradictions, as it reduced the distance and time requested for such transactions.

Nowadays, the sailing and purchasing process as well as the financial transfers are being conducted easily from distanced locations through different areas of the world, without requiring efforts and risks.

And due to the importance of these transactions at the national and global level the public authorities managed to organize and legislate the dealing aspects.
