إن اعتبار الجماعات الإقليمية المحرك الرئيسي للتنمية يتطلب الاعتراف و التكريس الحقيقي لمبدأ حريتها في اتخاذ القرارات بالتالي تضييق المجال أمام السلطة المركزية التي تعودت على التدخل و الاستئثار على حق الإشراف و التوجيه للقرار المحلي.
لذا فإن إعادة النظر في حدة نظام الوصاية المطبق على البلدية و الولاية في الجزائر و تقييد التدخل المركزي الكثيف في شؤونها من شأنه أن يوسع المجال الذي تمارس فيه صلاحياتها بكل حرية مع ضرورة تدعيم ذلك بتوفير موارد مالية ذاتية كافية و بشرية مؤهلة.
Abstract EN
Granting local and regional authorities an important role in the development process requires genuine recognition of the principle of freedom to take decisions and broadening the scope of its exercise, thereby limiting the intervention of the central Management, which is constantly expanding to the detriment of a right of control and guidance.
Consequently, the revision of the control regime applied to municipalities and wilayas, and to allocate them own and sufficient financial and human resources can strengthen and guarantee their autonomy in the exercise of their prerogatives.

L'octroi aux collectivités territoriales d’un rôle important dans le processus de développement, nécessite une véritable reconnaissance du principe de la liberté de prendre des décisions et élargir l'étendue de son exercice, limitant de ce fait, l'intervention du pouvoir central qui ne cesse de s'élargir au détriment d'un droit de contrôle et d'orientation.
Par conséquent, la révision du régime de contrôle appliqué sur les collectivités locales et les doter des moyens financiers et humains propres et suffisants, peuvent renforcer et garantir leur autonomie dans l'exercice de leurs prérogatives.
