Abstract EN

In this paper we try to raise an important issue in the administrative and economic field, namely the issue of investment in intellectual capital, especially human capital as one of its basic components and its relationship to the success of the application of electronic management.

Where the search for knowledge in the human minds and store it and preserve it became one of the important things for the economic based on knowledge .This study aims to identify the different dimensions and aspects of investment in intellectual capital and its role in achieving the smooth transition of modern electronic management based on knowledge and technology and work towards a proposed framework for Management and development of intellectual assets available to them, which contributes to the development of the intellectual and creative capabilities of the human element in these organizations and the modernization of management.
