This study aims to highlight the new style included in the methods deleloped under the protection of a public order which is unusual in this field named as the urbanization that intended to protect the public order for long periods at the lowest costs so as not to prejudice the freedom of individuals unlike the traditional methods known exactly as administrative and so on in the study intitled as urbanization and the issue of public order there for we focused the study on the setuation of Algeria through reliable planing reconstruction schemes to achieve security and development of all levels that are equal to ensure an effective protection of public solidarity
