Nevertheless, there are some observations and criticisms about the independent authority, such as the provision for the appointment of its president rather than his first inauguration, the generality of certain terms and their lack of clarity, as a condition of competence and national personality, or the nonexplicit non-provision of mandatory decisions and the possibility of appeal.
