Legislative harmonization expresses one of the most important mechanisms for globalizing the sources of law in general and the penal one in particular.

At a time when the crime was accompanied by the social and economic developments; it has become a concept with an international dimension, which imposes on domestic legislations to abide by the decisions and instructions of the international community in the matter of limiting the remnants of that development, especially with regard to the penal aspect, so it has fallen upon these legislations the task of enacting and updating their internal texts, in line with international agreements, seeking to encircle the rampant criminal phenomena; in order to achieve this, it was necessary to fulfill several requirements that ensure the harmonization process and achieve its means.

This work aims to address the idea of legislative harmonization, as an internal mechanism that would crystallize new foundations for the internationalization of the sources of penal law; by addressing its theoretical aspects, studying its most prominent foundations, and determining its importance in confronting and combating the global crime.
