The public administration shall conclude administrative contracts for the purpose of the proper functioning of public utilities and then the realization of the public interest, and among the most important of these contracts are public deals, but what distinguishes the latter is that they include certain technical aspects, and for that reason the Algerian legislator has set out independent legislative and regulatory provisions compared to some Other administrative contracts.

These provisions were enshrined in Presidential Decree 15/247 containing the regulation of public deals and mandates of the public facility, as this decree gave great attention to procedures related to concluding the public deal, setting general principles for it to be followed by the public contracting administration, in order to achieve the effectiveness of public requests and good use For public money.
