The research aims to identify the fact that the Ramadi municipality has a strategic vision and a suitable mission through which it can implement its work, And to restore life to the city of Ramadi after the war in light of the difficult circumstances that it went through and the extent of the senior management possessing the ability and willingness to implement on time and the impact of this on the municipality's attainment of the stage of institutional excellence.

The study adopted the case study method, a descriptive approach through which data are presented, analyzed, and then results are found, as it is a suitable research approach to know the relationships between the research variables.

And the municipality of Ramadi was chosen as a field of study, as it is the first city liberated from the filth of terrorism and the most affected by the war.

As for the research sample, it included (50) individuals representing all the senior leaders (the municipality director, his assistants, public officials and their agents) who were selected according to the comprehensive inventory.

The researcher adopted the questionnaire as a tool to collect data that was distributed to the sample, and he sought through it the answers from those who contributed to developing, implementing and supervising plans.

The researcher used statistical programs (SPSS, AMOS, Microsoft Excel) to analyze the data and test hypotheses.

The most important findings of the study is that the distinction in the municipality was caused by the presence of an implicit vision and message with the municipality that the leadership and workers seek to achieve and adopt, each according to his powers and capabilities despite not being properly documented, The study recommends developing a written, documented, clear and declared vision and mission that will be a source of pride for employees and a tool to motivate them to strive for success and excellence.
