This research paper aims to study one of the most important rule closely related to the legal policy.

It explores the meaning of this rule, its importance, origin, evidence, and implementation standards.

It examines many of its contemporary applications with a view to addressing many contemporary problems such as tax evasion, quarantine during the time of Coronavirus epidemic's spread, criminalization of building violations, establishment of modern administrative institutions to achieve necessary public interests, and the appointment and dismissal of ministers, judges and governors, etc.

It defines the extent of the powers assumed by the ruler, the validity of his actions, and the standards of enforcing these actions.
