The study seeks to identify the role of precautionary measures in achieving social protection and defense by confronting social risk, the study followed the method of constructive analysis, and conducted an open interview with a group of officers who directly supervised the implementation of the precautionary measures and wrote periodic reports.

it started from the sociological perspective of the theory of social defense in modern thought, and it reached results, the most important of which are: that the Egyptian legislator did not put in place an integrated legislation for precautionary measures, but rather stipulated them in separate places as complementary or ancillary penalties.

it is subject to social defense measures and has the same characteristics, in that it works to reform the individual and integrate him into society on the one hand, and to defend society and protect it from an expected danger on the other side ..
