The text of the Universal Declaration of Human Rights in 1948 states that education is a basic and legitimate right for erson.
However, the conditions experienced by Iraq (2004-2017) have made education an essential requirement for many segments of society especially in the basic stages.
None stability of permanence, security threats, poor, and many more.
The theoretical aspect dealt with the right to education, basic education structure and primary and secondary education.
The practical aspect dealt with an analysis of the reasons for dropping out of schools based on data obtained from the World Bank, human development reports, UN statistics and the adoption of neural network technology.
