Public communication is considered as an essential mechanism for managing public space which allows for its member’s opportunities for dialogue and coexistence in order to achieve consensus, understanding and agreement within the public space that is supposed to build and run the bases and values of participation, transparency, legality, and the right to obtain information.

However, this space has known structural transformations which help in deviating it from its established critical functions in favor of serving interest groups.

In other words, dialectical communication patterns which lack moral backgrounds along the lines of political and advertisement communication turned this space into an arena subject to money and power forces.

Thus, this paper seeks to highlight the way public connection can represent an approach with integrated features that provides alternatives to communicative practices through the governing principles such as transparency and participation.

La communication publique –ou en tant que service public- est considérée comme outil essentiel de gestion de l’espace public qui offre des possibilités de dialogue, de coexistence et d’intercompréhension.

Elle est censée être construite et gérée sur la base de valeurs de participation, de transparence, de légitimé et du droit à l’information pour tous.

Alors qu’elle connait des changements structurels provoquant son éloignement de sa fonction critique et de son rôle de médiateur entre la société et de l’état, ces changements la mettent au service de groupes d’intérêts qui ont transformé son espace en une arène soumise aux forces de l’argent et du pouvoir.

De fait, elle se retrouve empreinte de modes communicationnels dénués de vertus morales à l’instar de la communication politique ou de la publicité.

Dans ce contexte, la communication publique peut représenter, à travers les principes de transparence, de participation et d’intercommunication, une approche à fonctionnalités intégrées qui fournirait des alternatives aux pratiques communicatives désuètes.

C’est ce que nous allons essayer de montrer à travers cet article.
