According to the legal texts, the authority of the administration to discipline the public employee in such cases is halted until a final court judgment is issued in the public lawsuit that was initiated against the employee.

The result of this practice is that the final operative verdict restricts the administration's authority to discipline the concerned employee despite the fact that the general principle provides for the independence of disciplinary procedures from criminal prosecution.
