يشهد العالم مرحلة من التطور التكنولوجي امتزجت فيها نتائج و خلاصات ثلاث ثورات وهي "الثورة المعلوماتية و الثورة في وسائل الاتصال و الثورة في مجال الحاسبات الإلكترونية" هذه الثورات جعلت من العالم قرية صغيرة تتأثر بشكل تفاعلي متسارع بما يستجد من تكنولوجيات جديدة و من الفضاء الإلكتروني وسيط المستقبل في علاقة الدول بعضها ببعض مما سمح لقيام اسواق عالمية لتبادل المعلومات العلمية و الفنية من خلال شبكات الإنترنت هذه الثقافة العلمية الحديثة و المتطورة هي إحدى مشكلات للأمن القومي للدول.
ذلك أن التطور المعرفي لمستخدمي الشبكة العالمية للإنترنت اضحى يشكل تهديد اضافيا للدول بسبب الخبرة و الرغبة في استكشاف الجوانب الخفية للمعلومات و محاولة فك الرموز الامنية والوصول إلى المعلومات الوطنية الأمر الذي يجعل تصنيف هذه المحاولات من اختصاص الأمن القومي للدول
Abstract EN
The world is witnessing a period of technological development in which the results and conclusions of three revolutions, namely, the information revolution, the revolution in the means of communication and the revolution in the field of electronic computing, have been mixed.
This has allowed global markets to exchange scientific and technical information through the Internet.
The cognitive development of Internet users has become an additional threat to countries because of the experience and willingness to explore the hidden aspects of information and to try to decode security and access to national information, which makes the classification of these attempts to the national security of States
