إن جوهر الجماعات المحلية هو تقوية نظام الإدارة المحلية إذ يعد من الدعائم الأساسية للمجتمعات التي تهدف من خلالها إلى تحقيق التنمية المحلية لذا نجد أن الجزائر اتجهت نحو تقسيم السلطات و الصلاحيات بين السلطة المركزية و الهيئات المحلية قصد تعاون الجهود الحكومية و الشعبية لتحقيق التنمية بالاعتماد على توسيع نطاق مشاركة المواطنين في عملية إدارة شؤونهم و من أجل ذلك يتوجب إبراز المهام التي تضطلع بها الولاية و البلدية في الجزائر و تحديد مجمل الصلاحيات المنوطة بها و هذا في ظل التعديلات التي شهدها قانون الولاية و البلدية و ذلك للنهوض بمستوى الوحدات المحلية و هذا بهدف تحقيق التنمية المحلية
Abstract EN
The essence of local communities is to strengthen local governance, one of the main pillars of the communities through which they aspire to local development and The scope of participation of citizens in the management of their affairs, and therefore we must emphasize the tasks carried out by the wilaya and the municipality in Algeria and determine the general powers assigned to them, in the light of amendments to the laws of the wilaya and the municipality to improve the level of local units.
