ان التطور العلمي و التقني الذي شهده العالم و أيضا اتساع استخدام التقنية الحديثة في مختلف المجالات ساعد على ايجاد أساليب جديدة تتماشى مع التطور الحاصل و التي يسرت بشكل كبير مختلف معاملات الأفراد المدنية و التجارية و من هذه الأساليب الحديثة التي ظهرت نجد التوقيع الالكتروني الذي يتميز عن التوقيع التقليدي بطبيعته الالكترونية و بما أن عالم التجارة الالكترونية تتم فيه المعاملات على شبكة الإنترنت من دون أي حضور مادي للأطراف فانه لا يمكن التعرف على هوية الأشخاص المتعاقدين لذا فانه من الضروري خلق آلية أو هيئات تتولى عملية التحقق من هوية الأطراق وتوثق معاملاتهم فظهر ما يسمى بالتصديق الإلكتروني
