The legislator subjected it to types of diagnosis and control at various levels to ensure its effectiveness, including the members of society's supervision through the public investigation mechanism.

However, reality has proved that supervision is limited for many reasons; most notably non-participation of specialists and administration that favor development projects over environment, because their economic importance and beneficiaries' pressure, also this field is not immune against corruption that affects all societies.

That is why judicial control which proved its effectiveness in the leading countries in this field, remains the most important guarantee of the seriousness and effectiveness of this procedure.
