Abstract EN

regard to the changes that occurred in the international scene in the beginning of the nineties, and the emergence of a new monopolar international system which led to the contribution in the development of International Law and the expansion of its application scope.

That shed light on the role and function of Security Council, which knew a significant development in the fields that it can interfere with, such as human rights and basic freedoms, in addition to human interference, and democracy breach which is considered as a source of threat to international peace and security.

Security Council was obliged to intervene to adapt it and gain authorities and responsibilities it never practiced traditionally before.
