This study aims to define the special characteristics of post cold war threats.

So-called new security threats, starting from their own features, these new threats are defined by their multiple sources, diversified levels, and threading nets.

These qualities of threats made an olute rely, on new methods of containment and confrontation.

In front of these new threats characteristics, the military capacities of the various nations seem to be ineffective.

In order to face them, there is a great necessity for cooperation between nations, such as in adopting new policies, promoting sustainable development, peace building measures, promoting human rights, and processing a participative democracy transition.
