Arabic Abstract
تم استخدام أسلوب مصفوفة تحليل السياسة ( Policy Analysis Matrix ) PAM لقياس تأثير السياسات الحكومية و الآثار المترتبة على تدخل الحكومة في إنتاج محصول القمح، باستخدام معامل الحماية الإسمية للإنتاج ( NPC ) و معامل الحماية الفعال ( EPC ) و استخدام معامل تكلفة الموارد المحلية ( DRC ).
و تكون مجتمع الدراسة من منتجي ( مزارعي ) القمح البعلي في منطقة الدراسة و لأغراض التحليل الإحصائي، فقد استخدمت المتوسطات الحسابية، و الانحرافات المعيارية لعرض البيانات الوصفية.
توصلت الدراسة إلى وجود تدخل حكومي ايجابي في دعم أسعار محصول القمح، و أن التأثير الكلي في نتائج السياسة يشير الى وجود دعم حكومي لسعر محصول القمح و أن هناك حوافز و آثار ايجابية للسياسة السعرية الحكومية لانتاج محصول القمح، و أن هناك ميزة نسبية في إنتاج السلعة.
و أوصت الدراسة بضرورة الاستمرار في دعم أسعار محصول القمح و تأمين مستلزمات إنتاجه بأسعار تشجيعية و الاستفادة من الميزة النسبية لمحصول القمح في سورية
English Abstract
Using the policy analysis matrix method to measure the impact of government policies and the effects of the government’s intervention in wheat crop production.
Using production nominal protection coefficient (NPC) and EPC and the local resource cost factor (DRC).
The study population consisted of rain-fed (farmers) producers in the study area.
For the purposes of statistical analysis used arithmetic averages standard deviations.
The study concluded that there is a positive governmental intervention in support of wheat crop prices.
And that the overall impact on the policy results indicates that there is government support for the price of wheat.
There are incentives and positive effects of the government price policy for wheat crop production.
And there is a comparative advantage in this production.
The study recommended the necessity of continuing to support the prices of wheat crops and providing production requirements at promotional prices and to benefit from the advantage of the comparative advantage of wheat in Syria.
