The Supreme Council of Magistracy is one of the institutional tools for managing the professional career of judges.

The purpose of this institution was to prevent the interference of the executive branch in the internal affairs of judges in order to preserve the independence of the judge as an individual and the independence of the judiciary as an institution.

However, Algerian law granted the Minister of Justice Hafez al-Seals as the first administrative supervisor of the justice sector a set of powers and authorities that made him a privileged position in the Supreme Council of the Judiciary, which may negatively affect the performance of the institution of the Supreme Council of the Judiciary and limit the effectiveness of its task in the conduct of the process Professionalism of judges, and as a guarantor of the independence of the judiciary.
