The prince's work as its name denotes is every work held by the administration or any public authority in the contracting state in a form of an individual or public procedure which results in increasing the financial burdens on the contactor, in such a way to render the administration liable for total compensation for the damages sustained thereof, and to restore a sort of financial balance to the administrative contract.
