Abstract EN

The study aims at identifying the degree of interaction of a small country with the outside world, as well as understanding the general determinants of its external behavior by examining the impact of internal factors and the extent of regional influence by focusing on the fundamentals of Qatar's foreign policy.

The study concluded that the growing role of the Qatar foreign policy in light of the Arab mobility its governed by the internal variables, especially related with ambitious of Qatari elite ruling, also governed by the relevant decline in other Arab countries roles, where Qatar designed its foreign policy by relying on tools enabled it to get the regional situation, and practice of externally active role, and these tools consist principally of a financial instrument and media tools.
