Nowadays, advance in technology and economics has led to various climate changes and an increase of the vlume and variety of waste, as a consequence, many countries have been challenged to overcome these environment threats on human life and setting, in Algeria, the legislator acknowledged the right of decent environment in the amendment of 2016 as a separate right.

This fact bears this right and compels official institutions to take measures to secure a decent environment.

Many legislative texts have been issued to protect the environment issue, which means the necessity of the institution to intervene at different levels to implement legislative texts since it is the warrant authority that could satisfy the public requirement and order.
