Political and economic factors have played a decisive role in influencing the local administrative organization in general and the wilaya organization in particular, by directing legislators towards the non-centralized pattern at the expense of the decentralized pattern in a restricted manner by stages.

Which has given a dominant role to the Wali as a non-centralized power whether at the beginning or at the end of local decision-making process.

Through the periods of Algerian development and transformation from the independence until now.

Which line up with the political, economic and changing conditions.

However, this centralized power contradict the principles of local administrative organization.
