The external relations between countries in their beginnings were not characterized by the durability and overlap and integration as in our present days.

At first, there was no such thing as international organizations, international law, international legislation and charters, as is the case today.

However, all these events do not necessarily mean that the obligation of States to this principle is olutely recognized because the incidents of history and its narratives indicate that there are many instances in which States have shown no commitment to this principle by States and over time and age.

This paper deals with the definition of international intervention and the assessment of its legitimacy.

It has been and still is a subject of dispute between the two countries, particularly in the third world.

This dispute and doubt was largely influenced by international events and developments, especially in the period following the Cold War.
