Human rights with its three generations have become a fundamental determinant of contemporary international relations, and their respect has become a prerequisite for the advancement of States and their realization of genuine economic and human development.

However, many problems still surround it, including the problematic overlap and confusion between the concept of human rights and the concept of public freedoms, as well as the debate over its classification and the definition of its types.

If civil and political rights and economic, social and cultural rights do not pose a problem because these are classic rights agreed upon since the International Covenants of 1966, Guaranteeing a fundamental position of collective rights and solidarity rights within the existing human rights system is a genuine concern of international human rights law specialists for its positive implications for the promotion of international peace and security.
