Despite the several definitions of sovereign wealth funds, the majority of scholars and economists consider them tasked with governments' wealth and financial reserves management, which is considered a "savings under duress"; others generally distinguish between them in accordance with their basic objectives.

In addition to the variation in conceptualization, other problematic emerged, such as providing illegal and immoral facilities, lack of transparency, accountability and non-disclosure, their size, their fate in the case of bankruptcy, and therefore, these conceptual and legal imbalances may make these funds for political purposes or used in money laundering and corruption, in the ence of constitutional and legislative oversight.
