The research aims to find an advanced organizational framework that ensures control of the performance and tasks of information institutions through human resources, using information systems to provide services to various beneficiaries according to legal and objective foundations.

The importance of the study stems from the importance of the services provided by electronic information systems and the level of those services depending on the capabilities of human resources that achieve the highest levels of accuracy in controlling the performance of tasks and providing services, and the researcher used the descriptive analytical approach and the researcher used his sample to measure the level of human resources in the application of information systems the two top management And the middle school in Wasit University and they numbered (219) people, and the research reached many results, the most important of which are: a.

The use of information systems in universities achieves speed in achievement and speed in the flow of information and data and processing the required service, in addition to being able to impose an appropriate method of monitoring on tasks that exceeds the manual system in terms of accuracy and reliability, but the use of human resources has not reached a level that exceeds the gap between what Access to it is required and what has already been achieved.

B.

The use of information systems in information institutions achieves a low cost: it exceeds the cost of paper and supplies that are used in the traditional system, in addition to that it does not require a set of signatures and audits from a number of workers, but human resources did not exceed these points and reached a limited level in this aspect.

The research included reaching a number of recommendations, the most important of which are: a.

Work to increase the ability of workers to adapt and build information systems compatible with the infrastructure available in the institution.

B.

Working to increase what workers currently have the skills to deal with various data formats and convert them to the required formulas to enable their use in new ways, as well as the capabilities of designing and managing computer networks.
