Abstract AR
تهدف هذه الدراسة إلى معرفة و تحليل واقع الإنفاق العام الموجه لرأس المال البشري بالجزائر و البحث في مدى مساهمته في تحقيق النمو الاقتصادي للفترة 2000-2015 وفي هذا الصدد تم الاعتماد على كل من الإنفاق العام الموجه لقطاعي التعليم و الصحة في تقدير أثرهما على النمو الاقتصادي باستخدام الأسلوب القياسي.
وتوصلت الدراسة إلى أنه بالرغم من ارتفاع هذا النوع من النفقات خاصة نفقات التعليم إلا أن نتائجها الإيجابية المحققة تبقى ضعيفة و محدودة و يرجع ذلك من جهة أولى إلى الاهتمام بالجانب الكمي على حساب الجانب النوعي و عدم ربط سوق العمل بمخرجات التعليم و من جهة أخرى إلى غياب التجهيزات المادية الكفأة في الجانب الصحي
Abstract EN
This study aims to find out and analyze the reality of public spending for human capital in Algeria, And look at how its contribution to economic growth for the period 2000-2015, This by reposing on public spending destined to education and health sectors to estimate their effect on economic growth using econometric analysis.
The study concluded that, although this form of spending was high, especially education spending, its realized positive effects are still weak and limited due to the interest in quantitative side in comparison to the qualitative one, and the non-linking between labor market and education outputs.
by another side, the ence of efficient material equipment in the side of health.
