The development process, especially in rural areas, represents a wide scope for changing the reality of the study area for the better and reviving the living standard of its population by revealing the most important potential in the study area and seeking to develop a development strategy aimed at optimizing its investment and providing job opportunities as well as improving the level of community services, especially educational services through identify the reality and levels of education as well as study the spatial distribution in addition to know the most important indicators through which to identify the levels of functional efficiency of these services, and their role in creating human capacity possess intellectual capacity contribute to ben the research included three topics, the first of which dealt with the theoretical framework, which consists of the problem, hypothesis and objective, as well as the analytical research methodology, the use of other quantitative methods and data collection from government departments in addition to the research boundaries.

the third topic dealt with the functional competence of educational services in the Shamiya countryside.

the research reached a number of conclusions, the most important of which are the number of schools is not evenly distributed in all administrative units.

the high rate of male enrollment for females due to the lack of female schools as well as the lack of school buildings and the high percentage of settlements not served in education.
