Abstract EN

This study attempts to uncover the supposed relationship between the way in which the state-building process was conducted in the Arab region and how this way has influenced the functioning of successive and different political systems.

The focus is on the formulation of public polices that are capable of responding to societal demands.

These policies have always been characterized by instability and discontinuity.

In fact, it has been a reflection of the unstability of elites rather than the demands of society in addition to the phenomenon of regional integration, which is a challenge that imposed itself in light of the threats facing the Arab region as a whole.

Notwithstanding, historical analysis reveals that the subject of integration was sensatively dealt with by the different Arab political elites because it is contrary to the gains of Arab states, especially in light of the dominance of the phenomenon of power over the phenomenon of the state.
