تعد جائحة ( كوفيد 19) من الأوبئة الخطيرة التي اجتاحت العالم في وقت قصير و انتشرت فيه بسرعة فائقة حيث لا تكاد تخلو دولة في العالم منه.
الأمر الذي جعل جل هذه الدول تسارع باتخاذ تدابير احترازية ووقائية تختلف في شدتها من دولة إلى أخرى فأعلنت العديد من الدول حالة الطوارئ و اتخاذ أسلوب الحجر التام في حين اتخذ البعض الآخر حجرا جزئيا مما تولد عنه ركود الحركية الاقتصادية بمختلف مناحيها بل و أغلقت الجامعات و المدارس و المساجد ناهيك عن الإجراءات التقييدية الماسة بالكثير من الحقوق و الحريات كحرية التجمع وحرية التظاهر وحرية التنقل وغيرها و هذا بحجة مواجهة هذه الجائحة الخطيرة و الحد من تفشيها وحماية الصحة العامة بغض النظر عن مدى و جاهتها.
وعليه فسيتم التركيز في هذا المقال على هذه الجائحة و مدى تأثيرها كظرف استثنائي على حريات و حقوق الإنسان
Abstract EN
The Covid19 pandemic is considred as a serious epidemic that rapidly spread to most states in the world.
States affected by that epidemic have taken precautionary measures to stem it, from those measures: declaring the state of emergency, full, and partial quarantine.
Stagnation of economic movement in all its aspects, closure of schools, universities and mosques, restricting many rights and freedoms such as assembly, movement and demonstration freedom aimed at combating the pandemic, limit its inspection and protect public health.
In this article the focus will be on the Covid19 pandemic and its impact as exceptional circumstance on human rights and freedoms.
