Most nations of the world seek the best in commercial transactions in their banks.

Including Algeria, which has embarked on a major investment effort to achieve economic openness with the rest of the world.

It is through creativity, innovation and ICT as new products and services are marketed.

So innovation is fundamental to the dynamism of a bank.

It is in this framework that articulates our problem is this: What is the impact of innovation and ICT in the marketing of banking services to clients in the public banks in Algeria? We study in this paper the Algerian banking system, the role of the state in the banking market, ole in moving the money and then we address the reforms undertaken by the Algerian state in the field of banking services and media communication technology and access of foreign banks in the Algerian banking market
