Abstract EN

The responsibility of accomplishing the security and safety in the society is borne by the police man and he is the first responsible of that burden, due to this huge responsibility , therefore duties of interior security have been divided into up to the specialties of interior forces represented in public police, civil defense, nationality section and traffic police ..etc, the policeman who is authorized to apply the traffic rules has three duties which are : organizing the passengers and traffic, issuing registering vehicles licenses and driving licenses, all these documents are related with organizing all those who use roads either passengers, passersby or drivers, protecting people life and properties come first that make it the most important duty.

According to what is mentioned above , we have searched in this subject up to a plan included a preliminary aim in the growth of the traffic law and importance and three sections, first one is applied for organizing the passersby and traffic, second one is for issuing vehicles registering while the third one is for issuing driving licenses, plus the epilogue includes most important outcomes and suggestions and then list of references and an abstract in both versions English and Arabic.
