The urban phenomenon in Algeria, the rapid pace with which it developed, and theresulting multidimensional manifestations, have shown the constant need to understand, define and control its determinants.

This repesents a strategic challenge for the authorities todevelop appropriate analytical frameworks and produce appropriate criteria for defining thecity.

This process is indeed linked to the development of the state.
