ظهرت قاعدة الدفاع الشرعي في العلاقات الدولية و تطورت في القانون الدولي العام بالموازاة مع حظر اللجوء إلى استعمال القوة العسكرية في العلاقات ما بين الأمم.
إذ لا معنى لوجود استثناء متمثل في الدفاع الشرعي و العلاقات الدولية لا تعرف حدودا قانونية لاستعمال القوة.
و باعتبارها استثناءا كان لابد من ضبطها حتى لا تخرج عن المغزى المراد منحها إياه.
Abstract EN
The rule of legitimate defense has emerged in international relations and has evolved in public international law in parallel with the prohibition of the use of military force in inter-state relations.
The exception of legitimate defense makes no sense, if international relations do not know legal limits to the use of force.
As an exception, the rule of legitimate defense had to be adjusted so as not to deviate from the meaning given to it.
