Abstract EN

The increase in the internal public debt and its accumulation leadsto an increase in the deficit of the public budget and pressure on thecoming budgets, which leads to weak ability to repay the principal ofpublic debt and the benefits thereof low level of debt sustainability, Which is assumed to be linked to world oil prices and the amount of Iraqioil exports in a direct relationship.

After 2003, the budget indicatorsbegan to improve compared to the public debt, as the public debtwitnessed a marked decline in its levels against a significant increase inpublic revenues.

Iraq also achieved high growth rates of the GDP, whichhad the most important effect in the decline of the ratio of the internalpublic debt to the GDP during Search duration.

Therefore, a clear andrational policy of domestic borrowing should be adopted in order tomaintain the positive results of the internal public debt situation andensure the state's ability to repay its debts without adversely affecting theeconomic development process, through the pressure of public spendingand the diversification of funding sources through the development ofproductive sectors, especially private sector projects.
