The research problem lies in the numbers of an estimated budget in light of the unstable economic situation and dependence on oil imports, as a basis in preparing the budget and facing the deficit resulting from government spending The focus was on 2017.

The research reached several conclusions including: - The dependence of the federal state budget on the oil sector mainly to provide revenue, and a small a tiny percentage that is dependent on non-oil revenues, in addition to the loss of cooperation and transparency between the regional government and the federal government in terms of determining oil and non-oil revenue.
