The election process passes through several stages, starting with the preparatory stage, then the electoral propaganda, till the voting stage, ending with sorting, counting and announcing the results.

The Electoral propaganda stage is an important one as a means of introducing the candidates and their programs to the voters.

This stage may involue many violations which affect the neutrality and honesty of the elections as a whole, and the electoral propaganda in particular.

Such violations are surpassing the time limit for the propaganda, not committing to the allocated places, or exceeding the amounts of money which is taken from the ministry's budget or public money.
