The preservation of public funds is the most important duties of the public employee, which is explicitly stated in the law of discipline of state employees, as the phenomenon of deviation and negligence in the use of public funds a heavy burden on the administrative system, so the laws tended to provide legal protection for state-owned funds, Possession of a civil servant, civil penalties were imposed to compensate for cases of damage to public funds through what is known as the law of functional inclusion.

It is the responsibility of the State to force the damage caused by the public official to avoid cases of negligence that harm the State's finances.

The provisions of the Inclusion Act regulate the problem of compensation for damages to public funds due to work or as a result thereof.

It is also the responsibility of the public servant to redress the damage caused by his negligence in the use of public funds.
