Abstract EN

This paper examines the role of official authorities in public policies at different stages (policy making, policy implementation, policy evaluation and evaluation), in a comparative analytical framework between the status of these authorities in many countries, Arab Republic of Egypt, United States of America and French Republic.

Before beginning to address the roles of different authorities in public policies, the concept was define by the Constitution and its importance, in particular the importance of ensuring it and defining it to the various state authorities.

We used a various methodology, the analytical descriptive approach was use to analyze the legal texts in the constitutions of the countries in question.

On the other hand, the comparative approach was use when comparing the constitutions of the above-mentioned countries.
