As for the moral persons responsibility, it was the subject of great controversy between supporters and opponents, until it was established in the penal legislation, due to the great role that public morals have become in The lives of individuals and groups alike.

National legislation has divided over the approval of this type of responsibility, as there is an aspect of the legislation that approved the criminal responsibility of legal persons, exceptionally and in the narrowest limits, as is the case in the Egyptian legislation, and there are other legislations that have adopted this responsibility broadly and as a general rule, as prescribed in French legislation.

It is agreed upon by all legislations that the criminal responsibility of the legal person is taken, that it unanimously endorses the responsibility of the natural person in the case of the legal person’s accountability, as the latter’s criminal responsibility is necessarily followed by the establishment of criminal responsibility in the face of the natural person, who represents the legal person and works for him, that is The responsibility of the legal person revolves around existence and non-existence within the framework of the criminal responsibility of the natural person, the latter being one of his tools and expressing his will.
