Iraq has been suffering from a state-building problem for decades, that is, in reaching or achieving a modern state based on the foundations of citizenship and the rule of law, and accordingly it has suffered, according to political perception, from the crises of political development, and if these crises are multiple and varied such as participation, distribution, identity.

The problem of integration presents itself strongly as a basic requirement, and a fundamental pillar of state building in Iraq.

Since the American occupation in 2003, Iraq has suffered from many problems that affected the building of the state and contributed directly and effectively to obstructing that construction, because the Americans had a plan for the occupation, but they did not devise a plan for rebuilding.

Building a state is a process that requires creating a sense of citizenship and involves Collective values, expectations, and perceptions of the state embraced by individuals and civil society, and moreover, building institutions that are responsive, capable and accountable is something that requires strengthening the capacity to collect taxes and establish mechanisms for consultation that go from the bottom up, and if it is true that the problem is old, then it is raised today strongly and in need of serious endeavors and solutions in order to achieve national integration, which will, of necessity, be a fundamental basis in building the Iraqi state.
