In the latest decades, the innovation takes an important place in the growth of the economy.

In this paper, we will try to answer the questions: what are the important characteristics that make the Sub-Saharan countries innovation learner? At first, we find that creating a strong innovation system is the important key to innovate.

Second, investing in human capital appear also as an important factor that lead these African countries to be innovators.

In the end, we try to find the place of the MENA countries from these characteristics and giving some recommendation to cutch up the innovation learners.
