Electronic management is of great importance in the field of administrative work, as it is considered a good and modern element and an effective way to keep pace with scientific changes in order to simplify procedures within the administration, and this is reflected positively on the level of services provided to citizens and thus improving the public service, and that through what it has very advanced technological means, such as the Internet and various means of communication, on this basis, electronic management was considered a new style that brought about a qualitative takeoff and a real revolution in the traditional management functions in terms ofplanning, organizing, control and leadership, which helped accelerate the rise in the standard of living of individuals.

The actual embodiment of the electronic management system requires first overcoming a set of obstacles and difficulties that have been put in the way of its application, related to several aspects, including material, human.
