Since the public deal was of great importance in the implementation of public projects and the implementation of development programs, the legislator attached great importance to it in setting up a special organization subjecting the public deal to very complicated procedures, and the insufficient conclusion of the procedures to limit violations of competition principles, a reason for the legislator to seek to find effective guarantees enshrining these principles, in order to give confidence to contractual dealers looking for an opportunity to reach public demands, and to reflect this purpose, public transactions must be subject to the supervision of the administrative judiciary as a mechanism for settling disputes arising from practices contrary to competition rules.
